致广大学生的一封信

亲爱的同学们:

你们好!

目前天气逐渐转暖,已经进入汛期,是各类涉水安全事故高发期,学校本着“以人为本”的精神,为切实做好安全教育工作,警示广大学生提高安全意识,防止发生溺水事件,希望广大学生提升防溺水的自觉性和识别险情、紧急避险、遇险逃生的能力。

一、充分认识溺水事故的危害性。你们是家庭的希望,是祖国的未来。溺水事故会给家庭带来难以挽回的损失,会给同学们造成严重的心理创伤。各位一定要充分认识到这一点,根据自身能力,选择正确的运动方式,避免溺水事故的发生。

二、学好防溺水技能,提高自护自救能力。有意向的可以找专业教练到泳池学习游泳技能。不在无家长的带领下私自下水;不擅自与同学结伴游泳、戏水;注意安全警示,不到无安全设施、无救护人员、无安全保障的水域游泳;不到不熟悉的水域游泳。

三、遇到溺水事故莫慌张,有救援能力的可以开展救助,发现溺水者应立即大声呼救。不提倡未成年人下水营救,从岸上或船上施救的应先确保自身安全,防止被拖带入水。发现有学生在水边玩耍或游泳,请你及时进行劝阻,以减少意外事故的发生。

四、常见溺水事故救援方式:

1.拨打119向专业人员求助,不要轻易徒手下水救人

未受过专业救人训练的,切记请不要轻易下水救人。谨记一点:会游泳并不代表会救人。在岸边时不宜直接下水,最好的救援是丢绑绳索的救生圈或长竿类的东西,可就地取材,树木、树藤、枝干、木块、矿泉瓶都可利用来救人。

2.从溺水者后方进行救援,让溺水者头部露出水面

若溺水者已无意识,应迅速将溺水者仰卧,把头偏向一侧,清除口鼻内淤泥杂草、呕吐物。若溺水者呼吸微弱或无呼吸,应迅速对其进行人工呼吸。将溺水者仰卧位放置,抢救者一手捏住溺水者的鼻孔,一手掰开溺水者的嘴,深吸一口气,迅速口对口吹气,反复进行,直到恢复呼吸。

3.落水后立即屏住呼吸,踢掉双鞋,然后放松肢体

  千万不要手脚乱蹬拼命挣扎,可减少水草缠绕,节省体力。尽可能地保持仰位,使头部后仰,使鼻部可露出水面呼吸,呼吸时尽量用嘴吸气、用鼻呼气,以防呛水。千万不要试图将整个头部伸出水面,这将是一个致命的错误。

Dear international students:

Hello!

At present, it has gradually turned warmer and entered the flood season, which is the highest period of all the water-related security accidents. Based on the spirit of "people-oriented", in order to do a good job of safety education, warn students of improving safety awareness and prevent drowning events, CTGU expects that all students can strengthen the awareness of drowning risk and the capacity of identifying dangerous situations, act of rescue and emergency escape .

1. Being fully aware of the dangers of drowning accidents. You are the hope to your family, and also the future to your motherland. Drowning accidents will cause an irreparable loss to families, which will have a serious psychological effect on students. Everyone must be fully aware of the fact, and then choose the correct way to take exercises according to their own ability so as to avoid the drowning accidents.

2. Gaining the drowning-prevent skills, and improving the self-protect and self-help abilities. If interested, you can find a professional coach at the swimming pool to get the skills and abilities. Do not go swimming without authorization; do not go swimming or play in the water with others; do not go swimming in the waters without safety facilities and rescue personnel; do not go swimming in the unfamiliar waters; do not get into waters to rescue if anyone is a landlubber!

3. Don’t panic when you are encounter drowning accidents; if you have the ability to rescue, you can carry out the rescue; if you see the drowned man, you should immediately shout loudly for help. Not advocating the juveniles getting into waters to rescue; you should ensure your own safety when you rescue someone from shore or on board so as not to be towed into the water. If you see that students play or swim in the water, please promptly give a piece of advice in manners to reduce the drowning accidents.

4. Common rescue methods of the drowning accidents:

1. Dialing 119 to professionals for help, and not getting into waters to rescue without any equipment.

If you are not trained with the professional rescue methods, please don't randomly get into waters to save anybody. Remember that: Swimming like a duck does not mean that you have the capacity of saving people who fall into water. On the shore you should not be directly into the water, the best rescue is to cast life buoy with ropes or long poles and so on, you can depend on the local materials, such as trees, tree branches, wood and purified-water bottles which also can be used to save people.

2. Rescue efforts should start from the drowning's backside so that the head of the drowning can emerge from water.

If the drowning person is unconscious, you should instantly put the drowning person lying on your back, setting head to one side, removing silt weeds, vomits in nose and mouth. If the drowning person is breathing slightly or breathless, you should promptly do his or her favors with the artificial respiration. You should put the drowning in the supine position, on one hand holding onto the nostrils of the drowning, on the other hand opening the mouth of the drowning, and you take a deep breath and quickly do the mouth-to-mouth blowing, repeatedly blowing until bringing his or her breath back.

3. After falling into the water, immediately holding the breath, kicking off the shoes, and then relaxing the bodies.

Don't struggle aimlessly with hands and feet, if no doing like that, the drowning can reduce the winding of weeds and save the physical strength. The drowning should keep back as much as possible and make his or her head back so that the nose can be above the water to breathe, and as far as possible breathe in through the mouth and  exhale more through the nose, in case of choke water. Do not try to emerge the entire head out of the water, because it will be a fatal mistake.
