关于2017-2018学年集中办理来华留学生公寓外住宿的通知

 

各相关学院(含临床医学院):

2017-2018学年公寓外住宿申请审批工作自即日起启动,请组织学生以学院为单位,集中办理。具体要求如下:

一、办理流程:

(一)申请者本人向所在学院提出书面申请,申请材料如下:

1、《三峡大学来华留学生公寓外住宿申请表》一份;

2、《三峡大学来华留学生公寓外住宿安全承诺书》(英文)一份;

3、学生家长知情同意书(英文)一份;

4、学生护照、居留许可复印件一份;

5、房屋租赁合同原件、复印件一份(原件在学院核查后退还);

6、房产证或购房合同复印件一份;

7、房东户口簿、身份证复印件一份。

(二)所在学院对学生申请资格(详见《三峡大学来华留学生公寓外住宿管理规定》)、申请材料进行审核,并指定专人对学生租住的房屋进行安全评估。材料审核及安全评估合格的,学院签署审核意见

二、工作要求:

(一)学生租住地必须为学校(下学期进入实习的学生为医院)附近安防(技防、物防、人防)规范的小区,其基本要求如下:

1、与所在学院或医院办公楼的距离在步行30分钟以内、乘坐公汽15分钟以内。

2、小区必须配备充足的保安人员,出入口必须有保安站岗,且有完备的巡逻制度;

3、小区必须设置统一的出入口,并配备完善的视频监控系统和消防设施(灭火器、消防卷盘等);

4、房屋入户门必须为防盗门;

5、房屋内不存在私接乱拉电线、门窗失修、电线老化、存放易燃易爆物品(包括但不限于煤气罐、煤炉)、使用直排式热水器、用气场所通风不良及其他可能的安全隐患。

(二)本学年已在公寓外住宿的学生如需继续校外住宿,按以下情况办理:

1、下一学年不变更居住地的,须重新提交《三峡大学来华留学生公寓外住宿申请表》和有效的房屋租赁合同原件、复印件。

2、下一学年变更居住地的,按新申请程序办理。

(三)20179即将进入我校临床医院实习的学生校外住宿须由临床医院审批。审核材料提交时间可以延迟到2017915日)

(四)请各学院根据学校通知自行制定本学院受理学生申请的截止时间,并于616日下午5点前将材料审核及安全评估合格的学生材料及《三峡大学公寓外住宿来华留学生信息汇总表》纸质版提交国际合作与交流处J-1502办公室。医学院汇总表》电子版同时发送至嘉老师邮箱:383443310@qq.com,其他学院汇总表发送至肖老师邮箱:413213707@qq.com

(五)新批准公寓外住宿的学生须于626630日下午5点前到留学生公寓管理办公室办理退寝手续并搬离留学生公寓逾期按规定收取相应的住宿费用。

(六)经批准在公寓外住宿的留学生应在入住租住房屋24小时以内和房东持房屋租赁合同、出租户安全承诺书、学生护照、居留许可和房东的户口簿等材料到租住房屋所在地的派出所办理临时住宿登记,并将《临时住宿登记证明单》于75日前提交所在学院备案。

Notice on Applying for Living Outside University Dormitory for Academic Year 2017-2018


 

To related colleges

The application for living outside university dormitory for Academic Year 2017-2018 is launched from today. Please organize the students to apply through your college. The specific requirements are listed as follows:

1. Student who applies for living outside university dormitory is required to go through the following application procedures.

Step 1 A written application with the following materials shall be submitted to the College in person:

1. A handwritten Application Form of CTGU International Students Living outside University Dormitory;

2. Safety Commitment of CTGU International Students Living outside University Dormitory (in English);

3. Informed Consent from Parents (in English);

4. Photocopies of the student’s passport and residence permit;

5. Original and photocopy of house-leasing contract (The original will be returned after verification by the college);

6. Photocopy of the House Property Certificate or the House Purchase Contract;

7. Photocopies of the Household Register and ID card of the landlord.

Step 2 The college shall review the eligibility of the applicant (for details, please refer to Regulations of China Three Gorges University on the Management of Living Outside University Dormitory of International Students) and the application materials, and assign a specially-assigned person to carry out a security assessment of the rented housing. Only after passing the evaluation of application materials and security assessment, can the college provide the evaluation opinion with their endorsement.

Step 3 The Department of International Relations is authorized to approve the application.

Step 4 The Dormitory Management Office put on records the application.

 

2. Related requirements:

(1) Therented housing must be in residential quarter nearby the university (the hospital for students who is going to carry out clinical internship from the coming Fall Semester) with standard security protection (technical protection, physical protection and personnel protection) measures. Basic requirements are:

a. The distance between the rented housing and the office building of the college or hospital shall be within 30 minutes on foot or 15 minutes by bus.

b. There should be enough security guards in the residential quarter, especially at its entrance and exit. There should be a complete patrol system in the residential quarter.

c. There should be standard entrance and exit, complete video surveillance system and fire-fighting equipment (fire extinguisher, fire hose reel, etc.)

d. The main door of the rented housing should be security door.

e. There should not be possible security threats like mis-connection of electric wire, un-repair of doors and windows, aging of electric wire, storage of inflammables and explosives (including but not limited to gas tank and honeycomb briquette), direct-gas-exhausting water heater, and under-ventilation, etc.

(2) Student currently living outside who want to continue living outside university dormitory in Academic Year 2017-2018 shall reapply accordingly:

a. If rented housing would not be changed, submit the Application Form of CTGU International Students Living outside University Dormitory and original and photocopies of valid house-leasing contract.

b. If rented housing would be changed, submit all application documents as new application.

(3) Student who is going to start clinical internship from September 2017 has to apply this time. The clinical colleges are responsible for the evaluation (The application materials must submitted to the department of International Relations before 15th of September, 2017)

(4) Each college could decide its own deadline for accepting students’ applications according to the university’s deadline. All application which have passed the evaluation of application materials and security assessment shall be submitted to the Department of International Relations before 5:00 p.m. of June 16, together with a summary sheet.

(5) Student who has been newly approved to live outside university dormitory is required to check out at the Dormitory Management Office and move out from the current dorm between June 26th and 5:00 p.m. of June 30th, 2017. Otherwise, accommodation fee will be charged.

(6) Student who has been approved to live outside university dormitory and the landlord are required to go to the local police station to register and fill out the Registration Form of Temporary Residence within 24 hours after the students' arrival in the rental housing with the house-leasing contract, landlord’s safety commitment, the student’s passport and residence permit, the landlord’s household register, etc. A photocopy of the Temporary Residence Registration Certificate (sample attached) from the police station shall be submitted to the college for records before July 5th.
