关于做好水利与环境学院留学生2020-2021学年学金评定工作的通知

Notice on Outstanding Students Scholarshipevaluation of international students of College of Hydraulic & Environmental Engineering in the academic year 2020-2021.

根据《水利与环境学院本科留学生奖学金评定办法（试行）》（水环院[2019]3号），我院将于11月10日-11月15日进行2020-2021学年奖学金的评定工作，评定程序如下：

水利与环境学院本科留学生奖学金评定办法（试行）

为吸引更多的外国留学生来我院学习，营造良好的留学生学习氛围，提高留学生的培养质量，帮助留学生建立优良的生活和国际文化交流氛围，根据《三峡大学学生奖学金评定及奖励办法》和《三峡大学外国留学生奖学金评定办法》等文件精神，在《水利与环境学院本科留学生奖学金评定办法（试行）》〔2017〕25号文件的基础上，结合我院外国留学生工作实际，特制订本办法。

第一条 奖学金评定对象

参加奖学金评定的对象为水利与环境学院在读全日制本科留学生。

第二条 奖学金评定机构

学院成立外国留学生奖学金评定工作领导小组，定期按留学生所在年级进行奖学金评定。评定工作领导小组组长由学院院长担任，其他院领导及留学生管理人员任组员。

第三条 奖学金类别及额度

（一）新生奖学金：学院每年给予来华留学新生奖学金，人民币15000元/人/年。

（二）学业奖学金：每学年评定一次

一等奖学金：人民币8000元/人/年，不超过我院每年级留学生总人数的15%；

二等奖学金：人民币5000元/人/年，不超过我院每年级留学生总人数的30%；

三等奖学金：人民币3000元/人/年，不超过我院每年级留学生总人数的55%。

（三）单项奖学金：每学年评定一次

第四条 评定标准

（一）学业奖学金基本条件：

1.基本条件是上一学年内所修课程（含选修课）成绩均达到及格（无补考记录），且没有任何违纪处分的情况。

2.按学习成绩（全部必修课程加权平均成绩）从高到低依次评出。

3.三年级学生奖学金评定时汉语水平考试（HSK）达到三级及以上，四年级学生奖学金评定时汉语水平考试（HSK）达到四级及以上。

（二）单项奖学金及其基本条件：

1.文化交流使者及特殊贡献奖：上一学年内，在学校或学院组织的文化交流及文艺、体育等项目中表现突出者；或为学院作出特殊贡献者；或有其他特别优秀的事迹等，奖励人民币500-2000元/人/学年。具体奖励金额由奖学金评定工作领导小组根据具体事迹确定。

2.文明寝室奖：在上一学年内，寝室卫生评比中优秀且每次寝室卫生检查等级为A及以上者，该寝室成员每人奖励人民币1000元/人/学年。

3.遵纪守法模范奖：在上一学年内，无晚归等不良记录且无违纪违规行为者，奖励人民币1000元/人/学年。

4.全勤奖：在上一学年内，上课及参加学校、学院组织的各项集体活动无迟到早退及缺席者，奖励人民币1000元/人/学年。

5.优秀学生干部奖：学生干部中表现出色者奖励人民币1000元/人/学年。

第五条 在上一学年内有下列情形之一者，取消其学业奖学金及单项奖学金评定资格：

1.违反中国法律或校纪校规并受到相应处分者；

2.考试作弊或者违反考场纪律者；

3.违反公寓管理规定受到公寓管理科通报达2次/学年及以上者；

4.正常学习时间未履行请假手续或请假未获批准、私自回国或者离校者；

5.上课及参加学校、学院组织的各项集体活动无故缺勤总次数达到或者超过4次/学年者；

6.上课及参加学校、学院组织的各项集体活动迟到或早退次数达到6次/学年者；

7.公寓晚归总次数达到或超过6次/学年者；

8.无故欠费者；

9.所在寝室卫生检查评定等级为C及以下次数达到总检查次数的1/3者；

10.有其他不端行为或不当言行被投诉且经查证情况属实者。

第六条 奖学金评定程序

按照“公平、公开、公正”的原则，学业奖学金及单项奖学金于第2-第4学年的每学年9月进行。学业奖学金由学院留学生办公室负责审核留学生成绩单后将结果提交学院外国留学生奖学金评定工作领导小组；单项奖学金由留学生本人提出申请及相关证明材料，经学院留学生办公室审核后将结果提交学院外国留学生奖学金评定工作领导小组审定。

学院外国留学生奖学金评定工作领导小组的评定结果在学院予以公示，公示结束后由学院留学生办公室公布结果。

第七条 其他

单项奖学金中的“遵纪守法模范奖”和“全勤奖”均无名额限制，按符合条件的实际人数核定发放；其他各单项奖学金名额由学院外国留学生奖学金评定工作领导小组根据具体情况核定。

第八条 本办法使用于2018级及以后留学生，自发布之日起实施，由水利与环境学院留学生办公室负责解释。

附件1：Scholarship Assessment for the Undergraduate Students of College of Hydraulic & Environmental Engineering

Measures for the evaluation of scholarships for undergraduate students of the school of water resources and environment (for Trial Implementation)

In order to attract more foreign students to study in our college, create a good learning atmosphere for foreign students, improve the training quality of foreign students, and help foreign students establish a good atmosphere of life and international cultural exchange, according to the spirit of documents such as the measures for the evaluation and reward of student scholarships of Three Gorges University and the measures for the evaluation of foreign student scholarships of Three Gorges University On the basis of the measures for the evaluation of scholarships for undergraduate students of the school of water resources and environment (for Trial Implementation) (2017) No. 25 document, and in combination with the actual work of foreign students of the school, these measures are hereby formulated.

Article 1 scholarship evaluation object

The objects participating in the scholarship evaluation are full-time undergraduate students of the College of water resources and environment.

Article 2 scholarship evaluation institution

The college has established a leading group for the evaluation of foreign students' scholarships, which regularly evaluates scholarships according to the grade of foreign students. The leader of the leading group for the evaluation is the president of the college, and other college leaders and foreign students' managers are members.

Article 3 scholarship category and amount

（1）Freshman scholarship: the college grants a scholarship of 15000 yuan / person / year to freshmen studying in China every year.

（2）Academic scholarship: assessed once every academic year

First class scholarship: RMB 8000 / person / year, no more than 15% of the total number of foreign students in each grade of our college;

Second class scholarship: RMB 5000 / person / year, no more than 30% of the total number of foreign students in each grade of our college;

Third class scholarship: RMB 3000 / person / year, no more than 55% of the total number of foreign students in each grade of our college.

（3）Individual scholarship: assessed once every academic year

Article 4 evaluation criteria

（1）Basic conditions of academic scholarship:

1. The basic condition is that all the courses (including elective courses) taken in the previous academic year have passed (no make-up examination record), and there are no disciplinary sanctions.

2. It shall be rated from high to low according to the academic achievement (weighted average score of all compulsory courses).

3. The Chinese Proficiency Test (HSK) of grade 3 students reaches level 3 or above when assessing the scholarship, and the Chinese Proficiency Test (HSK) of grade 4 students reaches level 4 or above when assessing the scholarship.

（2）Individual scholarship and its basic conditions:

1. Cultural exchange messenger and special contribution award: those who have made outstanding performance in cultural exchange, literature and art, sports and other projects organized by the school or college in the previous academic year, or have made special contributions to the college, or have other outstanding deeds, will be rewarded RMB 500-2000 / person / School year. The specific reward amount will be determined by the leading group of scholarship evaluation according to the specific deeds.

2. Civilized dormitory Award: in the previous academic year, if the dormitory is excellent in the dormitory health evaluation and each dormitory health inspection grade is a or above, each dormitory member will be rewarded RMB 1000 / person / academic year.

3. Model Award for Discipline and law-abiding: in the previous academic year, RMB 1000 / person / academic year will be awarded if there is no bad record of late return and no violation of discipline and rules.

4. Full attendance award: in the previous academic year, those who attended classes and participated in various collective activities organized by the school and college without being late, leaving early and absent will be rewarded RMB 1000 / person / academic year.

5. Excellent student cadre Award: the outstanding student cadres will be awarded RMB 1000 / person / academic year.

Article 5 in any of the following circumstances in the previous academic year, the qualification for academic scholarship and single scholarship shall be cancelled:

1. Those who violate Chinese laws or school rules and regulations and are punished accordingly;

2. Cheating in the examination or violating the discipline of the examination room;

3. Those who have been informed by the apartment management section for 2 times / academic year or more in violation of apartment management regulations;

4. Those who fail to go through the formalities of asking for leave during normal study hours, or fail to obtain approval for asking for leave, return home or leave school without permission;

5. Those who attend classes and participate in various collective activities organized by the school or college and are absent from work for no reason for a total of 4 times or more / academic year;

6. Those who are late for class or participate in various collective activities organized by the school or college or leave early for 6 times / academic year;

7. The total number of late returns to the apartment reaches or exceeds 6 times / academic year;

8. Arrearage without reason;

9. The dormitory health inspection rating is C or below, and the number of times reaches 1 / 3 of the total inspection times;

10. Other misconduct or improper words and deeds are complained of and verified to be true.

Article 6 scholarship evaluation procedure

According to the principle of "fairness, openness and impartiality", academic scholarships and individual scholarships are held in September of each academic year from the 2nd to the 4th academic year. The International Student Office of the college is responsible for reviewing the academic scholarships and submitting the results to the leading group for the evaluation of foreign student scholarships of the college; The application and relevant supporting materials for individual scholarships shall be submitted by the international students themselves, and the results shall be submitted to the leading group for the evaluation of foreign students' scholarships after being reviewed by the international students office of the college.

The evaluation results of the leading group for foreign student scholarship evaluation of the college shall be publicized in the college. After the publicity, the International Student Office of the college shall publish the results.

Article 7 others

The "Model Award for Discipline and law-abiding" and "full attendance award" in a single scholarship are open-ended, and are approved and distributed according to the actual number of qualified people; The number of other individual scholarships shall be determined by the leading group for the evaluation of foreign student scholarships of the college according to the specific circumstances.

Article 8 these measures are applicable to international students of grade 2018 and beyond. They shall be implemented from the date of promulgation and shall be interpreted by the International Student Office of the College of water resources and environment.
